Bowls North Harbour NZ Masters, Standard Conditions of Play 

COP applicable for the 2023 tournament.  Subject to change from year to year. 

1 STATUS

a)  These Conditions of play are supplementary to the Bowls New Zealand Regulations Section 2 – National Events, in so far as they may apply to this event.

b)  These Conditions of Play are also made in accordance with the Laws of the Sport of Bowls Crystal Mark Fourth Edition including any amendments and Bowls North Harbour policies, regulations and Code of Conduct.

c) The “General Conditions of Play” as shown on the Bowls North Harbour website under the Events tab will apply to this event in so far as they may apply.

 

2  NAME OF EVENT, DATES AND VENUES

a)  The name of the event is – Bowls North Harbour NZ Masters in partnership with SENIOR TRUST – Building Wealth and Wellbeing.

b)  The dates for this event are 2-6 October 2023, both dates inclusive.

c)  The venues for this event will be clubs in the Bowls North Harbour area with the headquarters green at Browns Bay Bowling Club, 784 Beach Road, Browns Bay Auckland, 0753.

d) This event may be played on both grass and artificial greens depending on what is available at the time.

 

3  CONTROLLING BODY

a)  The controlling body is Bowls North Harbour Inc.

b)  The Tournament Director is the Bowls North Harbour appointed Event Director.

 

4  ENTRY CONDITION
The “Cut-off Date” shall be the first date of the tournament, which is 2 October 2023

All competitors must be:

  1. Registered as a member of an affiliated club with a Centre affiliated to Bowls New Zealand;
  2. Registered as a member of an affiliated club with a National Bowling Authority that is a member of World Bowls;
  • Non-affiliated players that have paid a one off Event Capitation Fee ($35) to cover Bowls New Zealand’s Capitation Fee. Note: Event Capitation fee is a one off payment and covers all disciplines.
  1. Not currently under disqualification or suspension by their Club, Centre or their National Authority.
  1. Competitors entering “60 –74” events must be 60 years of age or older on Cut-off date.
  2.  Competitors entering “75and over” events must be 75 years of age or older on Cut- off date;
  3. Discipline selection is determined on the age of the youngest member of the team on Cut-off date;
  4. Players within teams do not have to be affiliated with the same club;
  5. All entries are to be made online and will require the full payment of the entry fee for that event as well as the fulfilment of all requirements of the Conditions of Play;
  6. Manual entries will not be accepted.

 

5 WITHDRAWALS

a)  Entries for an event may be withdrawn up until the advertised close of entries date. Competitors who withdraw an entry prior to the advertised close of entry date will be entitled to a refund of the entry fee.

b)  Competitors who withdraw after the official close of entry date will not be entitled to receive a refund of entry fees.

c)  All withdrawals must be submitted in writing to the Controlling Body. The bank account number for the refund of an entry fee must be included in the notification.

 

6 EVENT STRUCTURE

Events will be held for the following classifications and disciplines

 

60 – 74 Years

• Men’s Pairs
• Women’s Pairs

• Mixed Pairs
• Men’s Fours
• Women’s Fours

75 Years and over

• Men’s Pairs
• Women’s Pairs

• Mixed Pairs
• Men’s Fours
• Women’s Fours

 

 

a)  A proposed event schedule has been published on the Masters section of the Bowls North Harbour website, and the Controlling Body will endeavour to utilise these parameters for the final event schedule as much as possible.

b)  The final event schedule will be confirmed and published no less than 10 days prior to the start of the event.

c)  The Controlling Body reserves the right to amend the proposed event schedule due to entry numbers, available greens and any other relevant factors.

d)  If a change to the proposed schedule is to occur, the commencement date of a specific event will be moved to later in the schedule rather than earlier wherever possible, in order to minimise disruptions to inbound travel for competitors.

 

7 PLAYING FORMAT

a)  Trial ends are permitted before the starting time of the first game of each playing day and before continuing an unfinished game on another green or day.

b)  The format of play for each event will be Sectional Play followed by Post Section Knockout Rounds.

c)  Game points will be awarded as outlined in section 11 and section rankings determined as outlined in section 12.

d)  Where possible, the number of teams in each Section will be four, with each team playing each of the other teams in their section once. However, the Controlling Body reserves the right to amend this number for any reason, including but not limited to entry numbers, schedule constraints, green availability or inclement weather.

e)  All sectional winners will proceed through to Post Section Knockout Rounds.

 The format of play will be:

    • Pairs: Three bowls per player and 12 ends;
    • Fours: Two bowls per player and 12 ends.

  There will be no time limit for games being played.

If the jack is delivered incorrectly it will not be returned, but will be placed by the opposing Skip.

If an end becomes dead for any reason the jack is to be placed on the 2 metre mark or as close as possible to the spot (Law 56.5).

 

8 ALTERATIONS TO THE PLAYING FORMAT

  1. Should a match not be completed, under the Format of Play stipulated in section 7, then the score stands as at the completion of the end in play provided at least 6 ends completed in Pairs and 6 ends in Fours, on this basis:
    • Sectional matches: If scores are equal when the required number of ends has been reached, the match shall be declared a draw, with game points awarded as per section 11;
    • Post Section matches: If the scores are equal at the completion of the end being played when the required number of ends has been played, one additional end (or additional ends, if required) will be played to determine a winner.
  2. A match that has begun but not been completed for any reason, including but not limited to decisions by the Controlling Body to abandon or cut short matches due to inclement weather, and less than 6 ends in Pairs and 6 ends in Fours have been completed shall be deemed “no result”. In all play each venue will be considered a separate competition venue when applying this rule.
  3. The Controlling Body reserves the right to alter the format, times of play, greens and venues to suit local unforeseen circumstances. The Controlling Body may determine the number of ends required to complete a game depending on the conditions.

 

9 RESTRICTING THE MOVEMENT OF PLAYERS DURING PLAY

a)  Prior to the start of each end, the following players will take their position at the mat- end of the green:

Pairs: the leads

Fours: the leads, seconds and the thirds.

b)  Players will only be allowed to walk up to the head under the following circumstances:

Pairs – the leads after the delivery of their third bowl;
the skips after the delivery of their second and third bowl;

Fours – the leads and seconds after the third player in their team has delivered their second bowl;
the third after the delivery of their second bowl;
the skip after the delivery of each of their bowls.

c)  In exceptional and limited circumstances, a skip can ask that a player walks up to the head earlier than described above.

 

 

10 SUBSTITUTES

Substitutes and changes to original team members will be allowed subject to the following conditions.

a)  Approval for any changes must be obtained before they play in a match.

b)  The replacement player must not have already played in the same discipline at this event.

c)  Only players who complete the final match of an event will be eligible for prize money and/or medals.

 

11 SCORING

Sectional Play

Game points will be awarded during sectional play, as follows:

a)  Three points for a win;

b)  One point for a draw or no result;

c)  Three points, and the following shot allocation for each discipline, for a win by forfeit or a bye. The average shots for, shots against of the winners in the same discipline in the same section in the same round;

d)  No points, and the following shot allocation for each discipline, for a loss by forfeit. The average shots for, shots against of the winners in the same discipline in the same section in the same round.

e)  Should a team forfeit a match that has begun and in which, less than 6 ends in Pairs and 6 ends in Fours have been completed, the team receiving the win by forfeit will receive the shot allocation listed under section 11 c) or the score at the time of the forfeit, whichever shot margin is greater.

Post Section Knockout Rounds

Game points are not allocated to knockout matches as the winner automatically progresses to the next round.

 

12 DETERMINATION OF WINNERS

Sectional Winners

Sectional winners will be decided as follows:

a)  Highest number of game points scored;

b)  If game points are equal, the team with the highest net total shots over all games in the section (shots for minus shots against) will be ranked higher;

c)  If game points and net total shots are equal, the Controlling Body will divide a teams’ total of shots for, by the total of shots against and multiply by 100 to calculate a shot percentage. The team with the highest shot percentage will be ranked higher;

d)  If game points, net total shots and shots percentage are all equal, the team who won the game between the teams that are equal within their section will be ranked higher.

e)  If game points, net total shots and shots percentage are all equal and the teams who are tied played a draw or recorded no result in their match, they will be ranked by the most ends won;

f)  If teams remain equal after using all ranking methods described in section 12 the ranking of the teams will be determined by the Jury of Appeal.

 

13 FOOTWEAR AND CLOTHING

a)  Footwear – Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

b)  Attire – Players in a team may wear their club uniforms, whites or matching team clothing. This means the same colour trousers/shorts/skirts as well as shirts/tops. Logos that conflict with any event sponsor will not be permitted.

c)  Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

d)  Failure to comply with clause 13 may result in the offending team being defaulted for each round until they comply with the appropriate clause 13.

 

14 SMOKING AND ALCOHOL

a)  Bowls North Harbour’s Smoke Free and Alcohol Policy will be enforced during all days of the event.

b)  Smoking Policy – There shall be no smoking on the greens or immediate surrounds. Smoking areas will be designated at each venue as advised by the host club. Please be advised that some clubs in North Harbour are completely smoke-free clubs.

c)  Alcohol Policy – Alcohol shall only be consumed in areas defined by the host club liquor licence and in no event be allowed on the green or surrounds during play.

 

15 JURY OF APPEAL

A jury of appeal shall be appointed for the purpose of deciding upon any matters not provided in the Conditions of Play, and/or for dealing with any appeals from decisions made by umpires and/or event staff or volunteers.

 

16 PRIZE MONEY

a)  Prize money will be distributed across all events of the Bowls North Harbour NZ Masters based on entry numbers and will be set at a figure taking into account the overall budget costs for the event.

b)  Distribution of the prize money will be made at the conclusion of the event and will be distributed equally to each team member.

c)  All prize money distributions will be subject to any and all applicable legislation or charges regarding tax and other charges, including regulations for non- New Zealand residents for tax purposes.

d)  Medals will be award to each team member for placing first or second in all disciplines.

 

17 OTHER LAWS,REGULATIONS AND POLICIES

Photography, Video and Live Streaming
Bowls North Harbour reserves the right to use any photographs or video taken during this event for future promotional requirements. Select matches at this event may be live streamed or broadcast through Bowls North Harbour’s chosen communications channel at the discretion of the Controlling Body.

The use of personal electronic and communication devices will not be allowed during any match except with the expressed permission of the Controlling Body.
